Jewish Family and Child Service (JF&CS) is seeking a Program Manager to develop, evaluate and manage family services agency programs and to provide leadership in both program management and change management. This position is outside of the bargaining unit.

 

Responsibilities: ​​

• Lead the development of services for family services programs.

• Develop, review and update program procedures and standards that are aligned with Jewish values, EDI and the Agency’s strategic direction.

• Lead the development of innovative and responsive programs to address emerging needs in the community based on evidence-informed decision-making and emerging best practice. 

• Lead the development of an effective, responsive, seamless and integrated case management system that is client-centered.

• Devise communication strategies to promote best practices associated with change management.

• Establish, maintain and promote partnerships and networks with other agencies, community groups and stakeholders.

• Ensure recruitment, performance evaluation, coaching, discipline, and termination where necessary are according to Human Resources policy and within the context of the collective agreement(s). 

• As a member of the Management Team, participate in Agency-wide initiatives and activities related to development.

• Represent the Agency’s mission, vision, and values in the community.

• Perform other duties as assigned.

Qualifications:​

• Master's degree in a social science or administrative discipline 

• Minimum 5 years directly related experience including management experience

• Experience in program development with proven ability to develop and implement new and existing programs

• Strong program management, change management, leadership and clinical skills

• Ability to research evidence-based/informed frameworks and practices resulting in service recommendations for the agency and programs

• Understanding of and commitment to a client-centric approach, equity, diversity and inclusion

• Understanding of issues of diversity, anti-oppression and anti-racism and their impact on service delivery

• Strong planning and organizational skills
