Disclosure Clerk

Part time permanent; 21 hours per week

Salary: $33,812 to $39,579 Based on Experience 

Jewish Family and Child Service is a multi-service, client-centered agency, and a Children’s Aid Society supporting the healthy development of individuals, children, and families. We are seeking a Disclosure Clerk who will be responsible for preparing file disclosures including but not limited to records checks, file summaries, requests from other CAS agencies, requests from clients, former clients, legal representatives, court ordered file disclosures, requests from office of the Children’s Lawyer, community partners, and others.  The Disclosure Clerk will use the applicable legal framework and legislation (i.e. CYFSA, PHIPA) to complete these requests. 

Responsibilities:

  • Prepare access to records and disclosure material and prioritize these requests based on the timelines outlined in the CYFSA and PHIPA and based on priority.  

  • Request and receive all required documents from the party requesting disclosure, including signed consents, prior to producing disclosure.

  • Complete record checks on agency databases and legacy systems, and provincial databases as required to successfully complete the disclosure request.

  • Identify and request all necessary case documentation for disclosure, and obtain these documents from CPIN, Matrix and legacy systems as required. 

  • Complete disclosure requests, including from other agencies, offices and/or individuals.

  • Complete legal disclosure requests for CYFSA litigation.  Provide summaries of pertinent information as required. 

  • Complete Part X access to information requests and adoption requests.  Provide summaries of pertinent information as required. 

  • Ensure all disclosure and access to information requests are prepared in accordance with the applicable policies, procedures, legal requirements, legislation and timelines.   Use redacting software as necessary to complete these requests.  

  • Communicate with JF&CS staff, disclosure clients, external agencies, and community partners, as required.

  • Maintain an up-to-date system to track access to information and disclosure requests and completions.  

  • Complete all forms and closing procedures, as required.

  • Perform other duties as assigned 

 

Qualifications:

  • Accredited College Diploma in Paralegal or Law Clerk. 

  • Two (2) years’ experience in a related field working with legal disclosures.

  • Consideration may be given to candidates with a 2-year diploma in a related program from an accredited college, plus an additional 2 years’ experience related to legal disclosures.

  • Experience working within Child Welfare and/or Indigenous Child-Wellbeing setting would be considered an asset.

  • Basic knowledge of the Child, Youth & Family Services Act (CYFSA), of child protection proceedings.  Basic knowledge of privacy legislation and practice in Ontario, including Personal Health Information Protection Act

  • Demonstrated ability to deal with sensitive information and adhere strictly to privacy and confidentiality policies and practices.  

  • Demonstrated superior attention to detail and sound judgement. 

  • Knowledge of Agency programs and services.

  • Proficiency in the use of technology.

  • Demonstrated understanding of filing systems.
