Director of Child Welfare

Full-time; Permanent

Salary: $120,000 to $160,000 based on experience

Jewish Family and Child Service is a multi-service, client centered, family service agency and a Children’s Aid Society. We support the healthy development of individuals, children, families, and communities through prevention, protection, counselling, and education and advocacy services, within the context of Jewish values.

About the Role
We are seeking a Director of Child Welfare to oversee the Agency’s child welfare services, ensuring alignment with program outcome areas; increasing Safety & Security, Improving Mental Health & Wellness, and Reducing the Effects of Poverty. This is a senior management position that works in collaboration with family services and all other Agency departments to ensure enhanced and integrated services across the Agency.


Responsibilities: ​​

  • Lead strategic initiatives to achieve positive and equitable outcomes for families, children and youth. 

  • Operationalize the Agency’s vision and strategy, implementing clear outcome expectations across service. 

  • Develop a child welfare service strategy supporting equity and inclusion.

  • Develop financial plans and review budgets and resources for quality outcomes.

  • Ensure compliance with regulations and standards (CYFSA, Ministry regulations, and the Ontario Child Protection Standards). 

  • Cultivate a learning culture to develop and expand organizational knowledge.

  • Address client complaints and support staff in early resolution and follow-up on recommendations. 

  • Lead strategies and policies to eliminate equity barriers for staff and service recipients. 

  • Oversees the lifecycle of child welfare services, from intake through case management to case closure.   

  • Lead Communities of Practice (CoP) to ensure best practices, opportunities for learning and development.

  • Ensure child welfare services are of the highest quality meeting Agency, government and sector standards.

  • Liaises with funders, network with community agencies and participate in sector committees.

  • Perform other duties as assigned.


  • Master’s Degree in Social Work or related field.

  • 10 years in a progressive leadership position. 

  • Registered member of OCSWSSW in good standing 

  • Administrative, supervisory and clinical experience within the social services field.

  • A thorough knowledge and understanding of the Child, Youth and Family Services Act (CYFSA) and the Ontario Child Protection Standards.

  • Experience in program and project management.

  • Comprehension of French or another language will be considered an asset
